A seafarer may face problems related to unpaid salary, delayed documents, recruitment, contracts, welfare or company support. Many sailors only call the agent, send WhatsApp messages or discuss the problem with friends. These steps may help, but they do not always create an official record.
Grievance redressal means raising a complaint through a proper channel so that the matter can be recorded, checked and answered. DG Shipping has a grievance process for seafarer complaints involving breaches of employment agreements and Articles of Agreement.
A grievance is a formal complaint raised when a seafarer faces a genuine work-related or service-related problem. The complaint may involve salary, recruitment, documents, employment conditions, repatriation, abandonment, welfare or a lack of support from the responsible company or authority.
Grievance redressal is the process used to receive, examine and resolve that complaint. It gives the seafarer an official way to explain the problem, submit proof and request action instead of depending only on phone calls or verbal promises.
An official complaint creates a written record of the problem. It shows when the issue started, whom the seafarer contacted, what response was received and what action is still required. This record can be useful when the matter needs further investigation.
Without proper documentation, the company or department may not fully understand the complaint. A clear grievance supported by dates, names and documents is easier to examine than a general message saying that the seafarer has a problem.
WhatsApp can be useful for normal communication, but a chat does not always become an official complaint. An agent may reply that the matter is under process, yet there may be no complaint number, responsible officer or clear deadline for action.
Seafarers should save useful WhatsApp messages as evidence, but serious matters should also be raised through email, an official portal or the prescribed grievance channel. A formal submission makes the complaint easier to track and follow up.
A seafarer may raise a grievance for unpaid or delayed wages, incorrect deductions, contract problems, withheld documents, poor medical support, delayed repatriation, abandonment or unfair treatment. Recruitment fraud and problems involving RPSL agencies may also require official reporting.
Complaints may also involve CDC or certificate delays, incorrect records, missing application updates or a lack of response from a responsible department. DG Shipping’s recent crew reporting includes wage complaints, abandonment, distress calls and other emergencies within grievance and crisis-response work.
A seafarer should normally contact the company, RPSL agency or concerned department first and explain the problem clearly. If the issue is corrected within a reasonable period, further escalation may not be required.
An official grievance should be considered when the problem is serious, repeated or not being resolved. Unpaid wages, false recruitment promises, withheld documents, abandonment, unsafe treatment or continued silence after several follow-ups should not remain only in private conversations.
DG Shipping states that grievance procedures are prescribed for fair and timely handling of complaints involving breaches of a Seafarer Employment Agreement or Articles of Agreement. The relevant procedures are linked to M.S. Notice No. 3 and M.S. Notice No. 4 of 2013.
DG Shipping has also provided a grievance mechanism through which seafarers can submit matters to the Directorate using prescribed communication channels. Seafarers should always check the latest official grievance page before submitting because contact methods and online systems may change.
CPGRAMS means Centralized Public Grievance Redress and Monitoring System. It is an official Government of India portal where citizens can lodge complaints involving government organisations and public service delivery. The grievance is forwarded to the concerned ministry, department or authority.
A user must register and sign in before lodging a grievance. After submission, the portal provides a unique registration number. This number should be saved carefully because it is required to track the complaint and check the response.
The complaint should clearly mention the seafarer’s full name, INDOS number, CDC number, rank, vessel name, company name and RPSL details wherever relevant. It should also explain when the problem started and who was contacted before filing the grievance.
Write the events in date order. Mention the salary amount, document application number, joining date or other exact information connected with the complaint. End by clearly stating what action or solution you are requesting from the authority.
The required proof depends on the problem. For an unpaid salary complaint, keep the contract, wage account, salary slips, bank statements and messages showing that payment was promised. For document problems, keep application receipts, reference numbers, emails and screenshots.
For recruitment complaints, save the job advertisement, offer letter, payment receipts, account details and communication with the agent. Do not change screenshots or create false documents. Genuine and complete evidence makes the complaint stronger and easier to understand.
After submission, the complaint is recorded and sent to the concerned officer or department. The information and documents may be checked, and the organisation involved may be asked to provide its response or take corrective action.
The seafarer may receive a request for more information. Reply properly and within the given time. Do not file repeated complaints for the same issue while the original grievance is active unless an official asks you to submit a fresh case.
A CPGRAMS complaint can be tracked using the unique registration number received after filing. The status page also allows access using the registered email address or mobile number with the required security details.
Save the registration number, complaint copy and attachments in one folder. Check the status regularly, but do not submit the same grievance again every few days. Use the existing complaint number when sending reminders or requesting an update.
Read the closure reply carefully before deciding the next step. Sometimes the reply may ask the seafarer to provide another document or approach a different authority. Complete any genuine requirement before assuming that no action was taken.
CPGRAMS provides an appeal option for eligible Central Government grievances when the complainant is dissatisfied with the disposal and gives the required feedback. The official FAQ states that an appeal should be filed within 30 days.
Do not use abusive language, threats or emotional accusations. A complaint should remain respectful, factual and easy to understand. Avoid writing a very long story without dates, proof or a clear request for action.
Do not send incomplete documents, false information or edited screenshots. Also avoid sending the same complaint to every department without checking who handles the issue. Incorrect routing and repeated submissions may create confusion instead of producing a faster solution.
A genuine seafarer problem should not disappear in WhatsApp chats or repeated phone calls. Keep proper records, collect proof, write the issue clearly and use the correct official grievance channel. Always save the complaint number and track the matter until a proper response is received.
