A rating becoming an officer is not just a promotion. It is the result of years of sea service, study, exams, documents, family support, and sacrifice. Many Indian ratings work hard for years to move ahead in their Merchant Navy career. When a rating clears the required Certificate of Competency examination and receives the first Indian CoC, the seafarer does not only change rank. The seafarer changes the future direction of the whole career. To support this journey, SWFS has introduced a career progression scheme for Indian ratings.
The official name of this scheme is Indian Certificate of Competency Recognition and Career Progression Scheme, 2026. In simple words, many seafarers may call it the Rating to Officer Scheme. The scheme recognises Indian ratings who improve their qualifications by obtaining an Indian Certificate of Competency and becoming Merchant Navy officers. Its purpose is to encourage skill improvement and career advancement among Indian rating seafarers.
The journey from rating to officer is not easy. A rating has to plan sea time, complete documentation, study for exams, manage expenses, and stay motivated. Many ratings delay this journey because they are unsure about the process or the cost. This SWFS support gives recognition to ratings who complete the difficult path and become officers. It is not only financial help. It is also respect for the hard work and career growth of Indian ratings.
Under this scheme, eligible rating seafarers can receive ₹2,00,000 one-time financial assistance. The official scheme rules say the assistance is available only for obtaining the first Indian CoC, whether Foreign-going or NCV. This means the benefit is not for every future CoC exam. It is specifically for the first Indian Certificate of Competency obtained after moving from rating level to officer level.
The scheme is for rating seafarers who successfully pass the Indian CoC examination and become qualified to serve as officers in the Merchant Navy. The official rules mention Indian CoC examinations under STCW Regulations II/1, III/1, or III/6, or NCV, on or after 1 January 2026. In simple words, the applicant should be a rating who has followed the proper route and obtained the first Indian CoC from DGS.
Only an Indian Certificate of Competency issued by the Directorate General of Shipping, Government of India, will be considered under this scheme. This is a very important point. A foreign CoC or unclear certificate route may not qualify. If a rating is planning the officer journey and also wants to claim this SWFS support, the seafarer should make sure the CoC route matches the official scheme conditions.
The applicant must have held a Certificate of Proficiency before appearing for the CoC examination. The official scheme rules mention CoP under STCW Regulations II/4, II/5, III/4, III/5, or III/7. This means the scheme is meant for seafarers who have already worked through the rating pathway and then upgraded to officer level. It is not for someone who does not meet the proper rating background and qualification route.
The scheme came into force from 1 January 2026. This date is important because eligibility is linked with ratings passing the Indian CoC examination on or after this date. Ratings should not assume that every old CoC case will be covered. Before applying, check the date of CoC issue, latest SWFS form, and official eligibility conditions properly.
This benefit is available only once. The official rule says assistance is admissible only for obtaining the first Indian CoC. Once a seafarer receives this assistance, the seafarer should not expect the same financial support for future CoC exams or higher certificates. Ratings should treat this as a one-time career progression benefit and apply carefully with correct documents.
The application must be submitted within 12 months from the date of issuance of the Indian CoC, along with all required documents. This deadline should not be ignored. Many seafarers get busy after passing exams because they start looking for officer opportunities, company joining, or more formalities. But if the SWFS application is delayed beyond the timeline, the benefit may become difficult to claim.
Ratings should keep all career documents properly arranged. The official application form refers to details and documents such as Indian CDC, CoP, Indian CoC issued by DGS, sea-service testimonials, bank account proof, Aadhaar or identity proof, and other required details. A rating planning to become an officer should keep a separate file for CDC, CoP, sea service, exam records, CoC copy, identity proof, and bank details.
Common mistakes include not knowing about the scheme, missing the 12-month deadline, not keeping CoP records, losing sea-service testimonials, applying with incomplete documents, and assuming that any CoC will qualify. Another mistake is thinking that this benefit is automatic. It is not automatic. The eligible rating must apply through the proper SWFS process with the correct form and documents. Always verify the latest official SWFS or DGMA source before applying.
